Dr Cagney is the executive director of TC Training and Consulting. The focus of her consultation and training is the US Department of Transportation Drug and Alcohol Testing Regulations Substance Abuse Professional (SAP) role and the workplace impact of rapidly changing cannabis legalization. 
Tamara has been providing qualification and requalification DOT SAP courses around the country since 1995. These courses are both virtual and in person and as of 2024 are sponsored by TC Training and Consulting.

Jeffery Myles

Substance Abuse Professional

Jeffrey Myles is a Substance Abuse Professional with over two decades of experience supporting employees and organizations through substance abuse and critical incident services. He holds credentials as a DOT Qualified Substance Abuse Professional (Q-SAP), National Certified Addiction Counselor I (NCAC-I), Labor Assistant Professional-Certified (LAP-C), and Employee Assistance Professional (EAP), along with training in Critical Incident Stress Management through the International Critical Incident Stress Foundation.

Jeffrey's career has spanned work with the airlines industry, treatment providers. and his own private practice as a Substance Abuse Professional since 2010. He also spent 18 years as a flight attendant with the Association of Flight Attendants, where he served as EAP Chair of the Master Executive Council and as a Local EAP Committee Representative. Through this work, Jeffrey has partnered with federal agencies including the FAA, DOT, FMCSA, FTA, USCG, and FRA, bringing deep regulatory knowledge to his client support services.

Jeffrey joins TC Training and Consulting as his newest endeavor, specializing in DOT/SAP training. Jeffrey’s goal is to provide gold standard training, ensuring each participant completes successfully to become a qualified SAP and is confident in understanding DOT regulations.

About your trainer

She has provided Employee Assistance Program (EAP) services since 1981 in both the public and private sectors, in unionized and non-unionized settings.  She served as a Distinguished Member of the Laboratory Staff in the role of an embedded employee assistance professional at Sandia National Laboratories, a DOE research laboratory for 20 years. She provides ongoing clinical consultation to Member Assistance and Employee Assistance Programs including the Northern California Teamsters’ Assistance Program.

Dr. Tamara Cagney attended the University of South Carolina and received a BS in Nursing.  Following graduation, she served in the US Army Nurse Corp specializing as a Psychiatric Nurse Clinician. She later received her master’s degree in counseling psychology from the University of San Francisco. During her masters studies she worked with the Veterans Administration specializing in the treatment of substance use disorders. Dr. Cagney earned her Doctorate Degree in counseling psychology. She is a licensed marriage family therapist, a licensed professional clinical counselor, a certified coach and a certified employee assistance professional. 

​Tamara is the Past President of the International Employee Assistance Professionals Association. She conducts national training for DOT Substance Abuse Professionals throughout the country. Her writing has appeared in professional publications and periodicals on managed behavioral healthcare, organizational development, substance abuse in the workplace and employee assistance programs.
